Scaling Pathways to Homeownership is a $25 million initiative sponsored by the Capital One Foundation designed to identify and support bold solutions that expand access to affordable homeownership across the United States.
This Open Call seeks solutions that can drive transformative change, including innovations in housing counseling, consumer education, and for-sale housing production at scale. Priority will be given to proposals with the potential to create meaningful and measurable impact through resources and tools that address information gaps or supply challenges, improve access, and support homeownership readiness to make it easier for individuals and families to benefit from the wealth-building that can come from homeownership.
The Scaling Pathways to Homeownership Open Call is open to organizations across the United States and U.S. Territories, including partnerships and collaborations. Competitive applications will present solutions that are innovative, impactful, bridge-building, and durable — demonstrating measurable potential to expand homeownership, strengthen community partnerships, and sustain long-term change.

Interested applicants must register to apply before 5 p.m. U.S. Eastern Time on Wednesday, December 17, 2025. Complete applications are due before 5 p.m. U.S. Eastern Time on Thursday, January 29, 2026.
Valid applications will be scored by four fellow applicants during Participatory Review in March and April 2026. Top-scoring applicants will advance to Evaluation Panel Review, where they will be scored by four Evaluation Panel Reviewers using the same Evaluation Criteria: innovative, impactful, bridge-building, and durable. Scores will be adjusted to ensure fairness. Once evaluations are complete, the Scaling Pathways to Homeownership team will review the top-scoring submissions and may request additional information as needed to select up to ten finalists who will move on to the next phase.
A total of $2 million in project development support will be divided among up to ten finalists, each receiving a $200,000 project development grant and technical assistance to strengthen their proposals. In Spring 2027, up to five awardees will receive a $4.6 million Award to bring their solutions to life and expand their impact nationwide.
